Comments and presentations to government agencies and regulatory boards Due to limited capacity, the BQCMB usually only addresses land use applications for particularly sensitive areas such as calving and post-calving areas, and migration routes. 2010 March 3, 2010 – Comments on the Tlicho and NWT governments' joint proposal on Bathurst caribou management actions in Wek'e`ezhi`i. The BQCMB applauded conservation efforts but also outlined some concerns stemming from overlap of the seasonal ranges of Bathurst and adjacent caribou herds (including the Beverly herd), the decline of the Beverly herd, and the reduced availability of caribou to communities that have always depended on hunting the Beverly herd. Comments submitted to the Wek'e`ezhi`i Renewable Resources Board. 2009 January 12, 2009 – Comments on the draft EIS guidelines for Uravan’s Garry Lake project. The BQCMB is very concerned about Uravan’s proposal to expand exploration activities on the Beverly herd's core traditional calving ground. Comments submitted to NIRB. February 10, 2009 – Comments on AREVA Resources Canada's Kiggavik uranium mine and mill project proposal. The BQCMB urges NIRB to recommend to the Minister of Indian and Northern Affairs Canada that a review of the proposal be conducted under Part 5 or 6 in accordance with Article 12 of the Nunavut Land Claims Agreement. The Kiggavik proposal reflects a major project, situated west of Baker Lake, that is likely to cause significant adverse eco-systemic and socioeconomic effects, including effects on caribou, caribou habitat and caribou harvesting activities. Given that the Beverly caribou herd is in serious decline, the proposed project would harm residents not only of Nunavut, but of Saskatchewan and the Northwest Territories as well. March 26, 2009 – Titan (application for a one-year extension to its land use permit for the “Thelon” uranium exploration project, which lies on the traditional calving ground of Beverly caribou, northeast of the Thelon Wildlife Sanctuary). April 2, 2009 – Western Uranium Corporation (application for a second one-year extension to its land use permit for the “Thelon Basin” uranium exploration project, which lies on the traditional calving ground of Beverly caribou, northeast of the Thelon Wildlife Sanctuary). July 27, 2009 – Uranium North Resources (application for a one-year extension to its land use permit to conduct uranium exploration in the Amer Lake area, 150 km north-northwest of Baker Lake and about 60 km east of the traditional Beverly calving ground). Comments submitted to NIRB. 2008 Feb. 8, 2008 – Comments on workplans developed by MVEIRB for conducting the environmental assessments of four uranium exploration proposals in the upper Thelon Basin: the Crab Lake project (Bayswater), the El Lake project (Bayswater), the South Boomerang Lake project (Uravan), and the North Boomerang Lake project (Uravan). Feb. 8, 2008 – Bayswater’s North Thelon project proposal, which would see uranium exploration activities being conducted on Beverly calving and post-calving areas in 2008. Comments submitted to NIRB. March 4, 2008 – Matrix Aviation (proposal to haul fuel and supplies from Baker Lake and Rankin Inlet to mineral exploration camps within the Kivalliq Region, Nunavut). Comments submitted to NIRB. March 17, 2008 – Cameco Corporation (proposed uranium exploration on its Turqavik and Aberdeen properties northwest of Baker Lake). Comments submitted to NIRB. April 17, 2008 – Ur-Energy (proposed Nowleye Lake/BUGS uranium exploration project, mid-way between Baker Lake, Nunavut and Stony Rapids, Saskatchewan). Comments submitted to NIRB. April 23, 2008 – Uravan (proposed uranium exploration project on its Garry Lake property, which lies on Beverly caribou traditional calving ground, northeast of the Thelon Wildlife Sanctuary.) Comments submitted to NIRB. April 28, 2008 – Pacific Ridge Exploration Ltd. (extension and amendment to Pacific Ridge's land use permit for mineral exploration on its Baker Lake project near the Kazan River.) Comments submitted to NIRB. May 23, 2008 – Further comments on four upper Thelon uranium exploration proposals undergoing environmental assessment by the MVEIRB. The proposals include Bayswater’s Crab Lake project, Bayswater’s El Lake project, Uravan’s South Boomerang Lake project and Uravan’s North Boomerang Lake project. The BQCMB submitted identical letters on the four environmental assessments (the example posted here addresses Bayswater’s Crab Lake proposal). Comments submitted to MVEIRB. June 9, 2008 – Further comments on Uravan's proposed Garry Lake uranium exploration project, as requested by NIRB. Attachment A provides additional background information. Uravan's Garry Lake project, on Beverly caribou traditional calving ground, is in an area that has been proposed by parties to the Thelon Game Sanctuary Management Plan for designation as a special management area, specifically to help protect the Beverly caribou herd and its habitat. Comments submitted to NIRB. June 17, 2008 – Uranium North (proposed uranium exploration near Dubawnt Lake, about 320 kilometres southwest of the community of Baker Lake). Activities will occur when Beverly and Qamanirjuaq caribou may be using the area. Comments submitted to NIRB. June 29, 2008 – Forum Uranium (proposed uranium exploration for its North Thelon Project, in the Schultz Lake area west of Baker Lake). This area can provide important habitat to barren-ground caribou from the Beverly, Qamanirjuaq, Wager Bay and Lorillard herds throughout most of the year, including spring migration, post-calving, late summer, fall migration and rut, and winter. Comments submitted to NIRB. July 18, 2008 – Kivalliq Energy Corp. (proposed uranium exploration for its Angilak Project, west of Whale Cove and southwest of Baker Lake, Nunavut). Kivalliq Energy's proposed activities will occur when Beverly and Qamanirjuaq caribou may be using this area. Comments submitted to NIRB. September 15, 2008 – Comments on a February 2007 report prepared by Golder Associates Ltd. entitled Report on Qualitative Assessment of the Cumulative Effect from UR-Energy’s Exploration Program on the Beverly Caribou Herd. The report stems from the public review of Ur-Energy's proposed Screech Lake, NWT uranium exploration project. The BQCMB was asked by the Akaitcho Implementation Measures Office in Lutselk'e to comment on the Golder report . October 29, 2008 – Comments on the draft scope of NIRB's review of Uravan's proposed Garry Lake uranium exploration project. The Garry Lake area is part of the Beverly herd's core traditional calving ground, and the BQCMB strongly recommends that no exploration or development activities be permitted on the traditional calving ground. Both the Beverly and Ahiak caribou herds could be affected by the Uravan project. This would impact not only Inuit harvesters living nearby, but also Akaitcho Dene, Athabasca Denesuline, Métis and non-Aboriginal people who hunt the herds. Comments submitted to NIRB. November 5, 2008 – Presentation to NIRB's Uravan-Garry Lake Scoping and Guideline Development Workshop, held in Baker Lake, Nunavut.
